Did anyone read the novel tie-in to the movie?
It explains so much – firstly, there was a war on and both sides used this gas that made people crazy. When they formed the United States Police Force, Manhattan was already a shell of its former self due to being bombed with the gas. It was easy turning it into a prison and just keeping the crazy gas-survivors contained.
Then, a super conservative government took over that made moral crimes punishable – stealing food, go to NY; abortion, go to NY; gay, go to NY.
